Office to Residential Conversion in Reading – 18 New Flats Created Through Class E to Class C3 Prior Approval

The conversion of redundant commercial buildings into high-quality residential accommodation continues to play an important role in delivering new housing across the UK. At Celona Consulting Ltd, we are currently working on the conversion of two existing office buildings in Reading into 18 new 1-bedroom apartments through the Prior Approval process for change of use from Class E (Commercial, Business and Service) to Class C3 (Residential).

The project represents another example of how underutilised commercial buildings can be successfully repurposed into sustainable residential developments while making efficient use of existing urban sites and infrastructure. With demolition and strip-out works now underway, the project has moved into an exciting phase where the existing structure is being exposed and assessed as part of the wider redevelopment process.

Commercial to residential conversions under permitted development rights have become increasingly common in recent years, particularly following changes to planning legislation allowing wider Class E to Class C3 conversions through the Prior Approval process. These permitted development rights allow certain commercial buildings to be converted into residential accommodation without requiring a full planning application, provided the proposal satisfies a range of technical and planning considerations assessed by the local authority.

Although Prior Approval applications can often appear simpler than full planning applications, the technical and regulatory requirements involved in office-to-residential conversions remain significant. Projects of this nature frequently require careful consideration of structural design, fire strategy, acoustic separation, natural daylight, ventilation, drainage, transport impacts, contamination risk, flood risk, and compliance with Building Regulations.

In this particular project, the existing office buildings are being carefully stripped back to expose the original structural frame and construction build-up. Early demolition and opening-up works are often a critical stage in commercial conversion projects because they allow the design team, structural engineers, and contractors to fully assess the condition of the existing building fabric and identify any unforeseen construction constraints before the main refurbishment works progress further.

Many older commercial buildings contain concealed alterations, redundant services, undocumented structural changes, or historic repairs that only become visible once demolition works commence. Exposing the structure at an early stage helps reduce construction risk and allows technical coordination between architects, structural engineers, M&E consultants, contractors, and Building Control to continue more effectively throughout the project.

The redevelopment will ultimately create 18 new 1-bedroom apartments within the existing building envelope, helping provide additional housing accommodation within a sustainable urban location close to local services, transport infrastructure, and employment opportunities. One of the major benefits of commercial-to-residential conversions is the ability to regenerate existing buildings without the environmental impact associated with complete demolition and new-build construction.

Retaining significant portions of the original structure can often reduce embodied carbon when compared with entirely new developments. This approach aligns with growing industry focus on sustainable construction, adaptive reuse, and reducing material waste within the built environment sector.

Projects involving office-to-residential conversion also require detailed compliance with modern residential standards. Existing office buildings were not originally designed for residential occupation, meaning substantial upgrades are often necessary to achieve acceptable thermal performance, acoustic separation, fire compartmentation, means of escape, ventilation standards, and residential amenity requirements.

As the project progresses, the exposed structural frame will allow the wider consultant team to finalise detailed technical coordination for the new apartment layouts, service routes, structural alterations, fire protection measures, and Building Regulations package. Coordination during this stage is particularly important on conversion projects where existing construction tolerances and structural limitations can significantly influence the final design solutions.

The Prior Approval process for Class E to Class C3 conversions has become an increasingly valuable route for developers seeking to bring vacant commercial properties back into productive use. However, successful outcomes still rely heavily upon careful technical design, early consultant coordination, and a strong understanding of both planning legislation and construction constraints.

At Celona Consulting Ltd, we regularly assist developers, investors, and commercial property owners with:

  • Office to residential conversions
  • Prior Approval applications
  • Class E to Class C3 permitted development
  • Commercial redevelopment projects
  • Building Regulations packages
  • Technical design coordination
  • Residential apartment layouts
  • Change of use planning applications
  • Commercial refurbishment projects
  • Construction detailing and technical drawings

Commercial conversion projects often present unique technical challenges that differ significantly from traditional residential developments. Successful delivery typically depends on balancing planning legislation, structural constraints, modern Building Regulations requirements, commercial viability, and construction practicality simultaneously.

With demolition and enabling works now underway on site, we look forward to seeing the project continue to progress through the construction phase. We will provide a further update once the development is completed and the new apartments are fully delivered.
